Only Commissioner Gordon knew about this. It was part of Batman's disguise. "Jim, if for some reason you ever have to arrest me, I want you to know my boots lace up on the side, so get that shit out or I'll hang myself in the cell."

Look! His boots are flopping because they took the laces out so he can't hang himself. Hope they remembered to take his utility belt.
