It's from an issue of Quality's Doll Man strip in Feature Comics. I don't happen to have the issue number handy, but I think it's Feature Comics No.59 (August 1942)
Great, thanks! That was it. I don't happen to have a copy of Overstreet's Guide to check, but I suspect the next-to-last panel in that story might have drawn Dr. Wertham's attention.
